A tankless unit heats water as it runs instead of keeping a tank hot. Switching to one changes the gas line, the venting and the maintenance, so it pays to know what the quote covers.
Tankless water heater installation: what the switch involves
In ENERGY STAR's description, when a hot tap opens, cold water flows into the unit, a flow sensor lights the burner, and the water leaves at its set temperature. Nothing is kept hot in between, which removes the standby loss of a tank. For tankless water heater installation in Newark, NJ, the questions that decide the price are the same ones ENERGY STAR tells a buyer an installer should answer: what flow the house needs, whether the existing gas line is big enough, whether there is electricity near the heater, and how the exhaust will be vented.
Start with the gas line. A whole-house unit burns a lot of gas while it runs: the Rinnai model quoted on this page draws up to 199,000 Btu an hour, against a minimum of 15,000. Rinnai lists it as compatible with a half-inch gas line, and its manual still says the supply "must be capable of handling the entire gas load required at the location", sized by the length and type of the pipe under the National Fuel Gas Code. A line that fed an old tank may or may not be enough once a furnace and a range are counted.
Then the vent. Condensing tankless units, the efficient kind, vent through plastic pipe and need a condensate drain, ENERGY STAR explains. Rinnai's manual warns that when a unit like this replaces an older atmospheric appliance, "the original venting system may not be suitable". So a conversion quote should say how the new PVC or concentric vent will run.
The Rinnai unit also needs a 120-volt supply, and ENERGY STAR notes that forced-vent models need electricity near the heater, so a basement with no outlet there needs one.
As for the permit, a tank-to-tankless conversion is not the like-for-like replacement that New Jersey's minor-work rule describes. The town's construction office decides how it is permitted, and in Newark that is the City's Office of Uniform Construction Code.
Sizing a tankless water heater by flow, not gallons
A tank is sized by how many gallons it holds. A tankless unit is rated by how many gallons a minute (GPM) it can heat. ENERGY STAR's averages for adding up a household's demand:

The catch is the temperature rise. A unit's top flow figure depends on how warm the incoming water is. Rinnai's flow curves for the model above "apply only to incoming water temperatures of 70° F (21° C) or less", and its spec sheet notes that maximum flow varies with the set temperature and the rise. Colder incoming water means a bigger rise and less flow at the same setting, so the flow at your winter water temperature is the number to ask for. ENERGY STAR's own floor for a certified unit is 2.8 GPM across a 67 °F rise.

Tankless water heater repair and descaling in North Jersey water
Rinnai's manual sets water limits for the heat exchanger (total hardness up to 200 mg/L, pH 6.5 to 8.5) and a flushing schedule by hardness: none for soft water under 60 mg/L, and once a year for a home once the water tests "slightly hard", 61 to 120 mg/L, with a softener or scale cutter recommended above that. It says a scale code "must be flushed", that failing to flush damages the heat exchanger, and that scale damage is not covered by the warranty. It strongly recommends isolation valves so the flush can be done.
