Montclair has the oldest housing of the towns around Newark, and its Building Department takes permit applications by hand only. Knowing both before the quote saves a trip.

The oldest houses around Newark
By the Census Bureau's 2020 to 2024 estimate, 59 percent of Montclair's homes were built in 1939 or earlier, the highest share of the five towns this site covers and double the Essex County figure of 29 percent. Half are single-family detached houses.
Old houses bring old chimneys. When a gas water heater that vents into a chimney is replaced, the installer signs the state's chimney verification for fuel-fired equipment, which Montclair offers among its Building Department forms, and the construction official can accept it instead of taking the vent connector apart. The state does not accept that verification from a homeowner (N.J.A.C. 5:23-2.20(d)). A tankless water heater does not use the chimney at all: Rinnai vents its unit through its own listed pipe or Schedule 40 PVC, and warns that a vent left from an older chimney-vented heater may not be suitable.
A Montclair permit is delivered by hand
A like-for-like water heater replacement is minor work in New Jersey (N.J.A.C. 5:23-2.17A(c)2): the office is told before the work starts, and the application follows within five business days.
Montclair keeps its own enforcing agency, which the township code calls the Construction Code Enforcing Division and the township website calls the Building Department. Its instructions are blunt: all completed applications must be hand-delivered, and payments are taken between 8:30 a.m. and 2:30 p.m., with no exceptions. A complete application is the state's construction permit form with the plumbing subcode section, plus the heater's specifications. Inspections are arranged by phone.
The fee comes from § 121-4 of the township code, last amended on 25 February 2025. A hot water heater is a plumbing appliance at $50, but the minimum for any plumbing permit is $85, so a water heater alone costs the $85 minimum. Close the permit before you sell
The Building Department has put out a notice worth reading before listing a house. Montclair does not require a new certificate of occupancy for a sale, mortgage or refinance, but every open construction permit and any violation must be closed out before closing. A water heater swapped two years ago whose permit never got its final inspection is an open permit like any other. When the new heater goes in, make sure the inspection happens and the approval is issued.
Two water sources, both hard
Montclair runs its own water utility. The Water Bureau's 2025 report shows it blending water from its own wells with water bought from the North Jersey District Water Supply Commission, and lists hardness for each: 350 parts per million from the wells (a range of 342 to 360) and 422 from the purchased supply, both sampled in 2023.
That is hard water by any manufacturer's table. Rinnai calls anything over 200 mg/L "Extremely Hard" and requires a softener or its scale cutter above that level. For a tank, A. O. Smith recommends draining and flushing a gas tank every six months to clear sediment, and in Montclair water that is a schedule worth keeping.

The township code names hot water heaters and tankless heaters as plumbing appliances, charged at $50. The minimum fee for any plumbing permit, and for a basic construction permit, is $85, so a water heater on its own comes to the $85 minimum.
