More than half of Maplewood's homes were built before 1940, and its water is hard. Plan a replacement around the basement you have, not a showroom one.

A pre-war basement, and what shares the chimney
By the Census Bureau's 2020 to 2024 estimate, 55 percent of Maplewood's homes were built in 1939 or earlier, and 61 percent are single-family detached houses. Three quarters are lived in by the people who own them, the highest share among the towns this site covers. Most Maplewood homes are lived in by their owners, and more than half were standing before 1940.
In a basement like that, a gas water heater may share the chimney with the boiler or furnace, as in the photograph above. Maplewood's permit packet includes a Chimney Verification Form for exactly this situation, and the state rule behind it lets the construction official accept the installing contractor's verification instead of removing the vent connector for inspection. A homeowner's verification is not accepted (N.J.A.C. 5:23-2.20(d)).
The township's own page on when a permit is needed lists "new or replaced central air, furnace, boiler or water heater" among the jobs that require one, so there is no reading of the rules under which a straight swap goes unpermitted.
The Maplewood permit, by drop box and email
A like-for-like replacement is minor work under N.J.A.C. 5:23-2.17A(c)2. Once the construction office has been told, the work may start, and the application follows within five business days.
Maplewood runs its own office, the Construction Division within Community Development, set up by the township code as its Uniform Construction Code enforcing agency. It has no online application portal. The application is filled in, printed and left in the drop box at the Park Road side entrance of Town Hall, which the township says is checked several times a day. The office emails if anything is missing, emails the fee after plan review, and emails the permit once it is paid, with a paper copy by mail.
Inspections work the other way round. Requests have to come through the township's online inspection request form or in writing. The fee chapter, last amended on 19 May 2026, lists a water heater at $75, but the minimum fee for a special device, and for any permit, is $80. Hard water from the Short Hills system
Maplewood's water comes from New Jersey American Water's Short Hills system. Its 2025 report lists total hardness from 2024 samples at up to 342 parts per million, with a range of 52 to 342 across the system. Your street may sit anywhere in that range.
At the top end, the manufacturers treat it as a problem. Rinnai's tankless manual calls anything above 200 mg/L "Extremely Hard" and says a water softener or scale cutter is required, and caps the water it will accept at that figure. For a tank, A. O. Smith recommends draining and flushing every six months to clear sediment. If you are considering a tankless water heater, ask for the softener or scale cutter to be priced in the same quote, and a hardness test at your own tap before you decide.
A heat pump in a Maplewood basement
The same old basements suit a heat pump water heater better than most spaces do. ENERGY STAR asks for a spot that stays between 40° and 90° F all year, with 1,000 cubic feet of air around the unit, and suggests a space with excess heat, such as a furnace room. The township's fee chapter lists a water heater at $75 as a special device, but the minimum fee for a special device and for any permit is $80, so $80 is the figure to expect. A 15 percent surcharge applies only if the township contracts an outside agency for the inspection.
