Water heater installation in East Orange, for owners and renters
East Orange water is very hard and most homes here are rented. Both change how a water heater replacement should be planned, and who should plan it.
East Orange renters and owners who need a water heater replaced can use Newark Water Heater to reach a local plumbing company and get a price before anything is disconnected. Here the first question is often whose heater it is, because most homes in the city are rented.
Owner or renter: who arranges the replacement
Most East Orange households rent. The Census Bureau's 2020 to 2024 estimate puts 69 percent of the city's occupied homes in the renter column, against 55 percent across Essex County as a whole. Put the other way, only 31 percent of East Orange homes are lived in by their owners.
That matters because a water heater is part of the building. If you rent, the useful first step is a message to your landlord or building manager. They approve the work, they pay for it, and the quote should reach them. If you own a two-family or three-family house and live in one unit, you are the person the quote is for, and it helps to say how many heaters the building has.
Several tanks in one basement
East Orange has a wide spread of building sizes. About 20 percent of its homes are single-family detached houses, 14 percent are in two-unit buildings and 13 percent in buildings of three or four units. At the other end, 27 percent are in buildings of fifty units or more, the highest share of any town this site covers.
A building in the middle of that range may have more than one water heater in its basement, one for each apartment, as in the picture above. Before asking for a price, count the tanks and note which ones are failing. Replacing one tank out of three is a different job from replacing all three, and the city's fee schedule charges by the fixture or the appliance, not by the building.
The East Orange permit is filed at City Hall
A like-for-like water heater swap counts as minor work under New Jersey's Uniform Construction Code (N.J.A.C. 5:23-2.17A(c)2). The work may begin once the construction office has been told, and the application has to follow within five business days of that notice.
In East Orange that office is the Building Division, part of the Department of Property Maintenance, which the city code names as its Uniform Construction Code enforcing agency (§ 125-1). The city is clear about the paperwork: all applications must be submitted in person at City Hall. Fees are paid by certified check, money order or credit card, and cash is not accepted.
The fee schedule in the city code has no line for a water heater by name. Plumbing fixtures are charged at $23 each with a $150 minimum, and any gas- or oil-fired appliance connected to the gas piping is $150 (§ 125-6, last amended in 2015). Ask the Building Division which line applies to your heater. For a gas unit, the installer also signs the state's chimney verification form, Form F-370, and files it with the application, because the state does not accept that verification from a homeowner (N.J.A.C. 5:23-2.20(d)).

East Orange's hard water and what it does to a heater
The city does not soften its words here. Its water quality FAQ answers "How hard is my water?" with "East Orange's water is very hard", and its hard water page gives the figure: 19 grains per gallon, or 328 parts per million.
Hard water leaves minerals behind when it is heated, and the city makes that link itself, naming the heating element in a hot water heater. For a tank, the manufacturers' manuals describe the symptoms. Rheem lists a rumbling noise in an electric tank as scale or mineral build-up on the elements, and A. O. Smith recommends draining and flushing a gas tank every six months to clear sediment. In water this hard, ask whoever quotes the replacement to include a drain valve you can reach and to show you how to flush it.
The city's page also suggests turning the heater down to cut mineral spotting. There is a floor to that. New Jersey's plumbing subcode defines hot water as potable water at 120 to 140 degrees F, and A. O. Smith gives 120°F as its preferred starting point.
A tankless unit is the most sensitive choice. Rinnai's manual caps total hardness at 200 mg/L, which is 12 grains per gallon, and says water above that needs a softener or its scale cutter, calling that "Required". East Orange's 19 grains is well past the line. A tankless water heater can still work here, but the quote should include water treatment and isolation valves for flushing, or it is not the whole price.
Heat pump water heaters in an East Orange building
PSE&G supplies gas and electricity in East Orange, so its post-purchase rebate for heat pump water heaters applies to homes here. The catch is space. ENERGY STAR asks for a spot that stays between 40° and 90° F all year with 1,000 cubic feet of air around the unit, which an open basement often has and a small apartment utility closet often does not. What a replacement costs, and what to send
For prices, the most specific published figures we found are regional. A New Jersey installer's December 2025 page puts a gas tank replacement in North Jersey, which it defines as Bergen, Essex and Union counties, at $1,400 to $1,900, and an electric tank at $1,100 to $1,500. If the old heater is leaking or has stopped heating rather than simply aging, start with water heater repair to make it safe and work out whether a part or the tank has failed.
When you send the request, include the fuel, the tank size on the label, how many heaters the building has, and whether you own or rent. Photos of the heater and the pipes above it help a pro price the job without guessing.

I rent in East Orange. Can I ask for a water heater quote?
You can, but the person who owns the building has to approve the job and pay for it, so bring them in first. If they want a price, they or their manager can send the request. The state's exception that lets someone do their own plumbing work covers a single-family homeowner on their own home (N.J.A.C. 5:23-2.15(b)2i), so it does not reach a tenant.
