Belleville water heater installation and the township permit
Nearly half of Belleville's homes went up before 1950, and a fifth are two-family houses. Both change a water heater replacement here more than the $50 permit does.
Belleville homeowners with a water heater near the end of its life can use Newark Water Heater to reach a local plumbing company, describe the job once, and get a price before the gas is shut off. Belleville's houses are older than most
The Census Bureau's 2020 to 2024 estimate puts 32 percent of Belleville's homes in the "built 1939 or earlier" column and another 16 percent in the 1940s. That second figure is the highest 1940s share of the five towns this site covers, and together they mean close to half the township was standing by 1950.
In houses that age, the chimney is part of the water heater job. A gas tank with a draft hood sends its exhaust up a vent connector and into the chimney, like the one in the photograph above, and the replacement has to vent the same way. New Jersey handles that with paperwork rather than demolition. The construction official accepts a chimney verification for replacement fuel-fired equipment, Form F-370, signed by the installing contractor, instead of having the vent connector removed for inspection. A homeowner's signature on that form is not accepted (N.J.A.C. 5:23-2.20(d)), and for minor work it is filed with the permit application.
If you are thinking of going tankless, the chimney matters in a different way. Rinnai's manual warns that when an existing Category I appliance, the ordinary chimney-vented kind, is replaced by its tankless unit, the original venting system may not be suitable, and the new unit vents through its own listed pipe or Schedule 40 PVC. Two-family houses
One Belleville home in five is in a two-unit building, the highest share among the towns here, while 42 percent are single-family detached houses. In a two-family, the first question is simple: does each apartment have its own heater, or does one serve both? A photo of the basement answers it faster than a description.
The ownership matters too. New Jersey reserves plumbing work for people licensed to do it, with one exception for a single-family homeowner working on their own home (N.J.A.C. 5:23-2.15(b)2i). A two-family house is not covered by it, however handy the owner.
The permit, and a $50 line in the township code
Belleville runs its own construction office. The township code establishes it as the Belleville Construction Code Act Enforcing Agency, and the state's roster of municipal construction officials, dated September 2026, lists the township with its own construction official and plumbing subcode official.
The fees sit in the same chapter. Section 12-1.3, amended on 28 October 2025, charges $50 for a hot water heater and $50 for a tankless heater, against $15 per fixture with a $50 minimum for other plumbing work.
A like-for-like replacement is minor work (N.J.A.C. 5:23-2.17A(c)2). The office has to be told before work begins, the application follows within five business days, and the inspection comes within three business days of a request, or at a time agreed within 30 days. One practical warning. When we read the township's website on 26 September 2026, its Building and Construction Code page returned a server error. The state roster linked below lists Belleville's construction office and how to reach it, which is the quicker route until the township page is back.
Belleville's water
Belleville's 2024 water quality report says the township buys treated surface water from Newark, with emergency connections to Nutley. It does not publish a hardness figure, so nobody can tell you from the report alone whether scale will be a problem. For an ordinary tank that is less pressing, since A. O. Smith already recommends draining and flushing a gas tank every six months to clear sediment. For a tankless unit, where Rinnai ties its flushing schedule and its treatment advice to the hardness figure, a tap test before you buy is worth it.
What to expect on price
A New Jersey installer's price page from December 2025 puts a gas tank replacement in North Jersey (Bergen, Essex and Union counties) at $1,400 to $1,900 and an electric tank at $1,100 to $1,500. Belleville water heater questions, answered
What does Belleville charge for a water heater permit?
The township code lists hot water heaters at $50 and tankless heaters at $50 on the plumbing fee schedule, in § 12-1.3, which was last amended on 28 October 2025. Other plumbing fixtures are $15 each with a $50 minimum.
How do I find Belleville's construction office?
The township's own construction page returned a server error when we read it in September 2026. The state Department of Community Affairs publishes a roster of every town's construction office, and Belleville's entry there is current and gives the office's contact details.
Is Belleville's water hard?
